I agree with 65 FB and 64. Maybe 66 FB. That really is a NICE coin.

Well, the Merc certainly looks like it could be mint state, and if so I agree it should go MS-64FB. This coin is worth well over $1000 in MS-64FB, but only a fraction of that in AU-58FB. If you think it has a decent chance of getting over the MS barrier it would be worth laying out the cash for another submission attempt (or two!).
How's the luster? If you tilt the coin under a strong light can you see luster breaks on the high points of Liberty's hair, the wings, the truncation of the bust, and the diagonal fasces bands? If luster is intact in these areas, I'd crack it out and give it another shot. This coin shows very strong flow lines on both sides, presumably from die wear. I wonder if this surface feature could look like friction when in fact no wear is present? Maybe a different grader at PCGS or at a different service would make the call on the MS side.
The quarter also looks mint state, limited as Susanlynn said by light marks on the portrait and in the obverse fields. MS-63 seems conservative but fair. Do you know if the repunched mintmark adds a premium to this coin?
