It is Machine Doubling on both areas. Note the areas affected are always reduced, thus a MD example.  The '9' on the date looks enlarged on all cents that year.

Listed in the GF New World Numismatic Dictionary (6th Edition) "high bounce" would equal medium to extreme Machine Doubling..where as "low bounce" would equal slight Machine Doubling....  ..

Sometimes you see Machine Doubling that affects the bases of the devices: _MD_AAG.jpg) Some up a bit more forming a step:  This one even shows push doubling, distorting the overall size of the outside devices. Sometimes it bounces a bit higher about 1/2 way up on the devices:   Here is an example of a high bounce:  So what E&V is referring to is that after the strike, depending on how loose the machine is, it can bounce upwards after the strike to damage the devices up higher on them.

Great input tonight. Thanks All. I've learned a new term. Making me a little less bummed that it's not an actual DD. Good example to hold on to for learning I guess.
