Your coin does not look to be a proof IMOHO. Also, the doubling your seeing is DDD, or Die Deterioration Doubling. This is common and not worth a premium. Keep hunting! -CH27

It is for sure not Die Deterioration, it is doubling, but I will give the results when it gets back from NGC. Thanks for your time and input.

Too shiny to see what it is. Too much light that is not diffused. It may have been coated with something to give it a shiny finish.

I believe the surfaces were altered, giving it its shiny appearance and doubling. A coin that worn should not have any luster. I don't think it is a proof or a doubled die/repunched date.
Also, in 1903, the date was added to the die separately from the rest of the lettering and design. Both the date and USA having the exact same doubling is highly suspect and should tip you off that it may not be a true error/variety.

 with Tanman. I hope you didn't spend too much to have it graded. Edit: you may have a foreign substance on your coin, maybe lacquer.

Need "much better" photos. Does not look like a proof or a doubled die going by those photos. Please let us know what NGC says. John1

The 1903 proof cents are not the shiny finish. They are more a matte finish.  With an excellent strike.

 Proof coins usually exhibit a strong, nice strike. The coin you have has a very mushy strike, and there is severe Die Deterioration. Still Looks to be a regular business strike to me. However, I could be wrong. I look forward to the results. -CH27
