Looks line a very minor Greaser. Unfortunately, not enough to carry any premium over face value.

John1 is correct. It is die flow coming back to the fields. it looks like it was already polished off a while back and reduced the devices a bit. But now the die flow is starting to rear it head again. Note on Liberty. The bottoms of the devices are smaller that the tops of the devices. Note the 'I'. The reverse die looks like it was replaced as it is a fresher die state than the obverse.
