I recently went through my mom's coin jar, and pulled out a bunch of interesting (well, interesting to me as a new collector) coins. I mostly found a lot of America the Beautiful Quarters. I ended up with around 30 ATB Quarters, but they all were Philadelphia. Even with duplicates, I only had one Denver mint ATB. It would make sense that the US mint would distribute coins close to their mint, so I will not likely be able to complete a Denver ATB collection from spare change since I'm in Virginia. My thinking is trying to form a Denver collection of any coin will be an exercise in frustration and expense, just due to geographic reasons. Is that a reasonable interpretation? @MC, I would phrase it a little differently.
With patience and a willingness to accept circulation wear, you should be able to get Denver mints anywhere in the country by waiting a couple years for them to make there way over to you. On the other hand, if you desire to complete this set more quickly or only with uncirculated specimens, then you will need to pay more than face value. You will need to decide what your individual thresholds for frustration and cost are.
I don't know how much you travel, but I used to find it fun to stop in at a bank for some CRHing while I was vacationing on the other side of the country.

Philly does east coast distribution, Denver does west coast distribution. There's a grey area right around the Mississippi River. It's the way its always been except there were more mints at one point for the gold rushes silver rushes. San Francisco still exists and struck circulation coinage from time to time for instance. Now, I can say in since April I've put together a whole State Quarters set in low to mid mint state with territories, as well as almost all of the national park quarters with the exception. Of 2010D Yellowstone and 2012D Chaco culture, which I haven't come across yet. I order 2 boxes of quarter's a week looking for 2019 W mintmark quarters and did that as a side project and just use the best ones I find and constantly upgrade if a better one appears and I am in south Florida, about as far from Denver as you can get in the continental U.S. It's possible from circulation just depends on how much time you want to spend on it. The 2009-2013 quarters are low mintage and difficult. If I wasn't going through so many quarters anyways I might just buy those coins to make it easier. Could also do mint sets, but the 2005-2010 mint sets were satin finish and slightly different from the circulation strikes. Anyways it's possible to put a nice set together from circulation just depends on how hard you want to work at it and how fast you want to get it done. You'd be surprised how many BU 1999 coins still turn up in rolls even 20 years later due to people saving them away to work on a set and then deciding to dump them later. I've found dozens of each since april. The 2009-2012 period is hardest though but I'm confident the two I'm still missing will turn up if I keep looking.

The Philadelphia Mint distributes coins to the Federal Reserve branches east of the Mississippi as needed for fulfillment by local financial institutions. The same applies for the Denver Mint west of the Mississippi. Should a shortfall occur, say at the Atlanta, Georgia Reserve branch, the Denver Mint would ship coinage. And vice verses.

I have just the opposite problem. I live in the Northwest and at least 95% of post-2000 coins I see are from Denver. That's certainly not an exaggeration. Even back to the forties and fifties a significant majority of cents and nickels are D or S. I was hoping to see some more Ps in Minnesota, where I go to college, but no such luck. Try the bank roll shopping system. Go to a bank and get several rolls of quarters.

Hey Greasy Fingers, I found Chaco Culture D and Yellowstone D this week, not the greatest examples but lightly circulated for the album and good enough for now to upgrade later if a better one comes along.
For now though I am all caught up until Guam D and then the Texas P+D, my albums are solid again from 1965 to this year. Appreciate the offer of help of course, but I just knew with the amount of quarters I've been searching they would turn up eventually. LOL

I live in NJ and get 90% of coins from the PA mint. When I was out in Seattle all my change was D. You can take a trip out west and get lots of change :)

in key west we get change from all over. international hub, ppl bring money from everywhere. not a problem finding P or D anything, but I don't get into collecting much modern circ coinage, so I'm typically not looking for anything like the various quarters, tho I do keep an eye out for a W. I watch all my change.
