@Chip333, first welcome to CCF. Second, your coin is damaged--this is not a mint error. It looks to me like someone started to reduce the diameter by running it some on a belt sander.

The edge seems altered after strike. Obverse shows a good bit of die wear or polishing. Does the reverse die follow suit? Is it showing any signs of a floating roof or weak (missing) initials? Commonly found on 1969 and 1970 cents. Thanks, Doug.
Could be. . . child scratching the edge of the coin on the sidewalk. (Once they burn their fingers, then they stop) Here you can burn your feet walking on a sidewalk. I have a laser and saw a temp of 157 degrees on the sidewalk in the sun.
