This was hard to photo! There are two extra 9's in the date, off to the east. They are a lot lower than the actual date. The last doubled 9 is very visible with the entire 9 able to be seen looping into the actual 9. Only the staff is visible on the middle 9. There also appears to be doubling on the loop of the first 9 and the staff of the middle 9.

I cannot find this error on Wexler's, Variety Vista, or CopperCoins.com. Does anyone have other links I can use for researching errors?

This is not considered a die error and more of a plating issue I believe.

This may be a better pick. The split in the middle 9 shows up well here too.

If this isn't a doubling, then how can the numbers be so offset from one another?

someone will have to give a better explanation than I but you can look up 'machine doubling". Also, true doubling makes devices look bigger or side by side look equal size. Those extra 9's are flat and clearly smaller.
