That's what I thought at first but the placement and the fact it's the only mark on the thing has me on the fence

Note the profile on both images you posted, you can see jaw is the same size, just that area of the jaw face was altered.

Looks like it. It is a tilted die issue that created the fin. Once the fin is flattened, it is a spender.
