@azure, could be from a grease-filled die rather then purposeful mischief.

One other thing, you should consider flattening the staples on your 2x2s so that they don't accidentally scratch adjacent coins.

What is the weight of the coin? I beginning to theorize that the cents with the missing devices opposite the bust may be an issue with a slight amount of weight loss. So I'm trying to see if this is the case. If the weight is 2.5 grams would conclude it is normal. But if it is under, it might be a different issue. On this one it show the look of a Struck Through Grease issue. A 2.5 weight on one like this one:

Note the top edge of the devices are showing where the obverse cut off and the device was filling out on the edge. So if these coins were slightly under weight, then I could see that it wasn't a Struck Through Grease issue, but an underweight planchet. So If we can keep track of these for a while, then we can see if this theory is true or not. Normal weight showing not rise on the top edge of the devices, to me would indicate a Struck Through Grease issue. But if the weight is slighly under, and there is a raise on the tops of STATES, then it might be an underweight planchet issue. There would be no premium for either, but to figure out if that is the case, or not?
