Hmm, your coin to me looks more 64RB Might even be a 63 . Entire coin kind of rough . A lot of chatter going on on lower jacket . I do not recommend sending it in .
For better evaluation take photos of entire coin , work on your cropping .

Shoulder chatter is definitely an issue, but I'll still say 65RD.

Thanks tbop, coinfrog, river4449. Looking at PCGS photograde, this one is at least 66. I say 67+ or better. Chatter on 67 and 68 on photograde. This has less distractions and same if not better luster, eye appeal

Please correct me if I'm wrong. Toning is from cardboard. Is this toning a plus or minus?

Nice coin. MS64 for me. Personally, I like toning that comes from how the coin has been stored over many, many years.

If one hates toning, the coin will be seen as less-than-pleasant. If one likes toning, they'll like what the toning adds to the appeal of the coin. Pretty much a matter of individual taste.

I'd say 65, originally think RD but could be RB based on later pics.
