I would like to find out what would cause the quarter to look like this. It is rough surfaced on the front and back. 100% coverage. TY for any info you can provide. Is the quarter worth anything also.

If the copper layer is an odd orange color, it may be a Katrina coin. Many coins submerged in the toxic water in Hurricane Katrina were acid-washed and placed back in circulation. Even 14 years after the wash-and-reuse treatment, they are still fairly common in circulation.
