Came across this one the other day.

Don't think this is just circulation wear, mostly because of the state of the reverse not being nearly as worn.

As I understand weak strikes, because the reverse is stronger that probably rules that out as well.

I'm left with a really strong Greaser, but the inconsistent state of the rim on the obverse is confusing.

Any thoughts would be appreciated

Looks like the best of the worst. Note a premium coin, but still a Wheat cent pile coin:

Yes this is a very understandable point of view. However, if a coin is mounted in a bezel, then sometimes one face is protected while the other side is worn down. I agree with @coop and @nfine that the most likely scenario is just wear (not a mint error).
