Most of the letters on the front obverse are oozing on either side or both sides

I was reading about the South Carolina has whole die doubling. Would this quarter be a candidate for that senario?

First,

I think I see what you are seeing. The letters "OF AM" in OF AMERICA show bleeding toward the rim.

Largely because of the booming economy, the 2000 State Quarters had exceptionally high mintages. Dies were overused, and deteriorated during use. I believe that you are seeing Die Deterioration Doubling.

Others with far more expertise in this area will be along shortly and weigh in on this.

The dies that struck your coin were not doubled dies. On the outer devices on the coin you see the devices are not normal in shape in a bad way. The devices are reaching the last die state, VLDS and all the coins struck with those dies when the die wear gets looking that bad. I've got images of them even worse that that:

The other issue is that some of the devices are smaller than normal which is from die over polishing. Then there are some devices that are wider from Struck Through Grease. Not a premium coin, but an educational coin to show to new collector how bad dies can get, what an over polished die looks like and also what a Struck Through Grease issue looks like. So all the subjects are covered on your one coin. Hope this helps.
