1996 LMC Rusted Obverse Die Or Just PMD?

Set this aside a while ago and couldn't tell if it was caused by a damaged/rusted die or if it was just interesting PMD. What do people think?

If the marks are incuse, then it may have been caused by someone using a pattern tracer on the coin, making those marks. The spaces between them look pretty much like it was done with a roller.

Full pics of the obverse and reverse may tell us a bit more. Not convinced they are plating bubbles, given the pattern on the photos posted. Would like to see both sides. Thanks.

Well they could start out as incuse, but being zinc and when it get oxygen, these start to rise. If they are minor splits, the centers of the bumps will show gray through, from the zinc underneath.
