Hypothetical: If you had a bank box of 2000x 2019 Lowell quarters and 10x 2019 mint sets, would you expect the best Lowell quarter to come from the box or the mint sets?

Well the mint sets would be proofs most likely so they would grade higher. If you are asking about the uncirculated sets, those in my experience grade higher than boxed coins. But you really need to check each coin as you can have top coins in each.

Coins in uncirculated mint sets are not always MS68+++++. On occasion, they can be fairly rough--dings, rub marks, etc. As noted above, you should check for the best coins in BU rolls and uncirculated mint sets.

Most of the very best coins made since 1964 went into mint sets. Many of the moderns are almost unavailable in BU rolls anyway since the clads were never saved and the availability of nickels is spotty at best.

Now days a lot of these mint sets are corroded so I just don't know where even BU examples are going to come from much less Gems.

Wholesalers are already scrambling to buy BU Ikes for $3 and can't seem to fill their quotas. Quarters and dimes are even scarcer than Ikes in many cases.

Mint quality has improved substantially since 1999 so finding Gems in BU rolls has gotten easier but they are still elusive for some dates.

machine20, if those are your only two choices, then go with the mint sets (uncirculated) - however, the Mint has released the ATB Quarters in 3 coin packs and circulated coin sets as well (outside of proof and silver proof sets)- so, why limit yourself to just the two choices that you mentioned?

I think mint sets tend to have better quality than boxed coins.

Mint sets every time. They are handled differently and always have been. Packaging issues aside, that is where you will get the highest grade coins 99.9% of the time.

Mint sets are where most high grade moderns come from. The reason that 1982 and 1983 coins are so tough to find in high grades is because they didn't make mint sets for those years.
