Pulled this tiny rim Cud out of a roll the other day. Seems to match CU-25c-2018P-03 on cuds-on-coins.

Best way to tell on a rim Cud is this: They rim Cud will be taller than the rim. Note this on this coin. Rim Cuds are caused by the gutter on the outside of the die, when it breaks off, then the void will make a Cud taller than the rim:
