Yes there is heavy Die Deterioration on this quarter.

The obverse also had an issue that was fixed the following year. It needed a new master hub because of the old master hub was swelling.

Note how much larger the bust is on the 1982. That was from the swelling outwards of the design.

Just like the 1968 cents, the devices were touching the rim. When Machine Doubling happened it pushed the device to the edge of the coin.

Note the chain of command:
1982-Quarter-Die-Deterioration-?
As the master hub gets aged by swelling from creating two new master dies per year, it becomes necessary to replace the master hub. On down the lines, the working hubs are created to create the working dies. Working hubs can be damaged or even doubled. Working dies can be doubled. The differences going back up the line?
A doubled die will be just one die affected.

A doubled hub can create several doubled dies all looking exactly the same but still doubled.
On the JFK half dollars, a lot of issue happened on several years with doubled hubs (creating several doubled die issues)

A doubled master hub can create 50% (because usually only 2 made per year) of the coins with doubling.

This includes all mints as they are from the one of the master dies, passed down the line.

A doubled master hub will create all coins with the same doubling.

I noticed John Wexler mentioned master die, but I think he meant Master hub, as all had the same size of motto devices.
