This does have a bit of an unnatural look to it, though.

The unusual look is causing me to flip back and forth between PMD or error... I'm not 100% sure on this one

An adjustment strike is not that strong. It shows slightly on the center of the strike:

I think of just a slight kiss of a strike. Not enough to form many devices and does not form the rim on the coins edge. Un-like a Struck Through Grease, the devices can be weak, but the rim forms:

Note on your coin the rim was there, it was removed from the coin. Look between the 'BE' on Liberty. You can still see the rim that was there and still is right in that area. Your coin was altered. Not a mint error.

A tough call. It could be a weak strike, but the flat wings and shield of the eagle is more consistent with post-strike damage. I suppose it could also be a weak strike that suffered subsequent circulation damage. How about a photo of the edge?
