This is a 1982 small date that weighs 2.5 grams with this hole in it. I'm guessing it weighed 3.1 before the hole. That's my guess anyway.

No, this is not a result of the mint creating an error. This is simply post mint damage.

Also, it is definitely not the rare 1982 D small date copper, as you can see the zinc core in and around the hole.

Copper plated zinc cent weights 2.5 grams +/- .10 grams.
Hole looks kinda big,so you would think there would be a weight loss.
Double check your scale. A good scale goes down to .001 grams.

I checked my scale. Then I weighed the penny a few times. It weighs 2.5 grams. I know a 1982 cooper plated zinc penny weight. I assumed with the hole it would drop its weight but its right on. That's why I'm so confused

To answer your initial question, 'the government' didn't bore a hole through your cent--happened after it left the mint.

For all you Engineers and math gurus--using the image as a reference--estimate how much material is missing from the coin (check the diameter of the hole and determine how may holes would be needed to consume the coin). Is the hole 2% of the coin's volume, or 3%, or 5%? Using the estimated % of the coin remaining, apply that percentage to the coin's weight (don't forget the tolerance).

That would mean that the hole equals 20% (roughly) of the coin. Or 1/5. That is clearly not the case as one can easily see that five such holes can be fit on the coin with plenty of leftover area. That doesn't even take into account the fact that the hole is in a field, so the heaviest part of the coin per sq. mm (i.e. the center with Abe and memorial) is fully intact.
