199x (last digit zinc rotted out as well as where the mint mark would be.

The copper in non existant it is zinc-ee looking obverse and reverse.

It is slightly under weight at 2.45 ( the scale kept bouncing from .44 to .45) So I'll just say that the weight is more like 2.445 if my scale went that far out.

It is over size too, but the devices don't look flattened enough to make up for the larger size.

So, what happened to it?

It is called a Texas Cent. Someone place the coin between two pieces of leather and flattened the coin. This enlarges the coin, but makes the plating fall off the coin. Now just a spender.

Scavenge copper from memorial cents? A rather labor-intensive method. Yikes.

Are you saying that they do that to scavenge the copper from a cent?

No rather just for the sake of mischief.
