Partial collar error. Nice find. "So why could a partial collar issue make the coin look off center on both sides of the coin like a MAD." 'Probably another question that no one wants to know the answer to?'

I'll bite @coop. Why exactly would a partial collar error cause a coin to have both sides look a bit struck off-center?
