The distortion on the devices at the edges suggests DD, but the overall weakness of the devices has me a little confused.

Lincoln, for instance, has very muted features, including down to his shoulder and lapels.

However, as I am seeing some radial flow lines around the date, so my vote is VLDS. I just don't see many cents get this far along before they retire the die.

Anyone see anything else?

It does look like extreme die wear. (My clue is that the devices are moving towards the rim direction) So it is probably not an altered coin, but extreme die wear. Pretty scary looking images on the motto. Almost as bad as my 1925 cent:
