This has a Cud on the rim but could it be a die chip as well?

I'm thinking neither given the dots on top of it. Could it be a plating bubble?

Is it a big drop of glue. You can see through it.

See if you can push down on it with a fingernail or tooth pick, kind of looks like a bubble between the copper layer and the steel.

I see what looks like small burn mark in 3 or 4 spots could it be a welder of some sort was used.
Looks like a steel core coin.

Not sure what is causing it but one thing I am sure of, it is not a Cud.
Maybe SPP-Ottawa will give his opinion.

Lamination error? A small piece partially let go and folded back over the rim?

The beads are on top of the glob, or nearly so. Could it be a gouge in the die? That would put the anomaly above the field and the beads full. Hmmmmm

All it can be is braze. PMD Remainder of bead would not be there if a Cud or any die issue.

Plating blister. As nickelsguy said, if it was anything else, you would not see the originally struck bead.
