1988 D Lincoln Cent / Penny Re-Punched Date Visible Under Plating

1. I would like opinions as to whether this 1988 D penny is a re-punched date being hidden by very poor plating.
2. I would like to know if the Denver mint utilized any other process besides electroplating to coat the zinc with copper?

Date re-punched:
If you look at the date to the right of the one and to the right of the nine you can clearly see the one and the nine are doubled under the plating.

At the bottom tip of the nine located directly to the right there is a "squared" remnant of the previous nine. The plating which appears to be the bottom tip of the previous nine that was removed and re-punched.

Plating:
I would also like to point out that the plating doesn't really look like normal plating; It is thicker. The thickness of the plating can be seen in the area exposed to the right of the mint mark. The plating also appears to puddle (for lack of a better term) in places and looks almost as if the coin was dipped in copper. Does anyone know of any processes the mint could of employed or experimented with besides electroplating to coat coins?
