Those are the initials of the designer. FG for Frank Gasparro.

Under the neck is not a three
Instead it's the letters FG

Most people seem to like his Liberty cap pattern for the small dollar but I always felt it was a poor takeoff on the original cent and Half Cent design.

These were very unpopular as they were often spent as quarters because of the reed edge.

Every now and then a vending machine will take one as a quarter. A machine gave me one of these mistaken as a quarter. Probably not programmed for these dollsrs.
