Is this material on top of the coin. If so it's probably glue. An acetone soak will dissolve it. Keep hunting

You're suppose to say it's a great find! I'll try the acetone. Maybe it is humpty and someone glued him back together #129318;#8205;#9792;#65039;
I do see double strikes on his face and his eye looks popped out.

I think you should research mint errors a bit, Telliott. I see no evidence of doubling, and certainly not a double strike. I would look up doubled dies and read about them, and then look up double strikes in the collar and read about that (two very different things).

looks like some type of glue substance on the surface of the coin.

Not a mint error. Suggest an acetone submersion.

Not an error. Something is "adhered" to the coin. John1

Here's another pic. I turned it upside down so you can see it better.

@Telliott007 the second picture changes my opinion. It's upside-down glue now.

Smiling. I'll try the acetone tonight and see what it looks like. Some pics you can see doubling on the ear. Thank you

First clue it is glue like Elmer's is you can see through it. Other glues that are not see through and solder hide what is underneath. But when you see through it glue or clear nail polish, varnish, lacquer.

Keep in mind that acetone does not remove everything. If it is epoxy acetone will not remove it, if it is Elmers acetone will not remove it. But it still is some type of "glue". John1
