Not sure if it is damage or a broken hub. But I've not seen that (if it is) broken hub issue before? But that is what a broken hub issue would look like. Seems like there would be several dies created with that look, but being there is not, I want to say it is damage. (But I will save your image for reference material)

Thanks that's why I posted the picture since I haven seen one like this before in any penny. I've see it in mexican coins where they do have an open 8 but never in a penny.

I'd guess it's a circulation hit given that it goes all the way through the 8, but I don't have Dr. coop's insight.

I agree with the Frog. It is a circulation hit as you can see the directional line goes thru the device.

Still thinking it is coin damage, but in case, I have an example to fall back on.
Other examples:
1988-Penny-With-Open-8
When the hub breaks, it leaves a open area on the break. On the cent struck, they show an open area on the devices that were affected.
