I've highlighted areas on the coin I feel are doubled. I just read up on Coops explanation of VLDS and I think that maybe that's what's happening here?

I'm thinking the coin displays a mix of Machine Doubling and Die Deterioration Doubling. Fun.

But the real question is why is none of this, is not a doubled die? The doubled dies on this series, are on the ear and the left side of the motto devices.
1999-P-Georgia-Quarter-DDO-And-DDR?
Note the affected areas rise above the fields/devices. The devices are enlarged because of the hub process correcting the the die on all the rest of the die, but these areas are changed.
Note the hub doubling on these devices:
