It looks as if another Jefferson reverse was glued to this coin's reverse. It may be a layer of clear adhesive has picked up the design of the Monticello. You may want to try to remove an edge of the glue with a wooden toothpick, or soak the coin in 100% pure acetone to see if it will soften the glue. Please use caution with acetone as it can be dangerous.

Ok I don't keep any acetone handy I guess that's the same as like fingernail polish so I can try that thank you for your comments

I was thinking it if the coin is unique is it destroying the coin to to peal away the veneer or to dissolve it or is this something that probably happened after the vintage that's not an error

Fingernail polish remover may contain other chemicals and oils that may damage coins. Only use 100% pure acetone and read the cautions on the container before using.

I got some of it off with a pocket knife and then I thought that's kind of dumb what if it has full steps and it's worth something scratches won't help

I wouldn't worry about damaging it. It's a face value coin in any case.
