Kinda hard to tell with the small picture - either a hit with metal movement or a die chip. I'm leaning more towards a circulation hit with metal movement though....

Given the photo posted, it appears to be moved metal caused by a hit. Not a mint error.

I usually do not respond when a photo of a coin on a monitor is posted but it does look like PMD.

Just like a car accident, the metal has moved to a new location from the direction it took a hit from.
