Not an error.That is a Masons counterstamp.
Done after the coin left the mint. Technically it is damage.

Some people collect counter stamped coins, but to the rest of us, numismatically it's just damage. Certainly not a mint error, just post mint damage ( PMD).

Would certainly be a strange mint error if a masonic symbol was placed on the coin by the US mint lol. Just a penny that someone modified after it was in circulation.
