That is a common area for these to occur on Lincoln cents. It's hard to tell which without seeing more of his head in a closeup. Second, while I haven't heard the term "bullet to the head error" before, I agree with @spruett that it might be a series of die cracks. Around here, we sometimes call these "cracked skulls".
