I do not think that is an error. Hard to tell what it is though. Is it raised or indented?

Can you describe what you're seeing rather than just asking "is this an error"? The pictures are blurry, so please either explain what you're seeing better, post better photos, or (ideally) both.

Photos appear to be enlargements of low resolution images. That watery look is a good sign of low res .jpeg photo artifacts.

There are about 100 known errors on this coin alone, so please be more specific about what exactly you see?

I feel is is an outline of a water spot that we are seeing. Not a plus for the coin.

Surface stain or plating bubble--either way I don't think worth saving this one. Good eye though noticing that @edge.
