You can't have a lam on a copper plated zinc coin. It's tape.

Interesting. Which surface is higher? Typically, zinc core Lincoln cents don't have lamination issues since the copper is plated. Almost (almost) looks like a thin, clear-ish adhesive covering a portion of the obverse.

Try a dip in acetone.

It looks like and has the width of scotch tape or it's residue.

It was probably in a Whitman folder and wouldn't stay in so it was taped in place.. We have seen this many times..

An acetone bath will remove the residue. (use pure acetone NOT nail polish remover, as it has impurities in it and will ruin the finish)

Or glue. Either way it is not a premium for the coin.
