Why not go the CAC route. Minimal investment in comparison to a reconsideration or crackout. See what CAC has to say for it before possibly sending it back to either TPG. If that's your thing.

I say AU-50 to 53. I think it can go either way. Congratulations on completing the set! Show us some overview pics please

I can't take my eye off the long scratch through the cheek.

I'll say AU-DETAILS because of scratch on the cheek. If the scratch is on the Holder, then I'll say AU-53. Congratulations on completing your set.

I have it at AU50. the obverse strike is quite nice for this year which is typically soft.

I think it's a bit better than XF45, no matter what PCGS says.

Yea. I'm thinking I might send it for a reconsider. 1 point is $650, get it in hand and see what the eyeballs think :) I appreciate everyone's comments.

IMHO, EF-45 is low.
There's no real downside to a PCGS reconsideration here. The value swing justifies it. Your "Plan B" could be an NGC blank crossover or a trip to the bean factory.

The coin is a nice original example that is accurately graded. The scratch on the cheek could also hold it back from getting a green bean.
