1995 D Quarter Question About The Date

What is the cause of the date to look like this.
The 1995 is not reduced and it's not flattened.
Can this really be caused by Machine Doubling?
There is nothing listed so I don't know.
Just when I thought I was getting a hang of the difference between Machine Doubling
and doubled dies life throws me this curveball.
Assistance would be greatly appreciated, thank you.

Machine doubling. There are no listings for that year on V.V:

Check to see on the tops of the obverse devices to see if you can see the MD on the tops of those devices as well.

Hard to tell from the pics, but most likely MD.

Pics are fine, you always do a good job with photography. Definitely Machine Doubling on this one.

Thanks everyone for helping me get my head around this one. I don't think I've seen Machine Doubling this severe before. It's just odd to me. I appreciate everyone's help. Hope you can understand why I was a little confused about it. I do know there's no separation though so that was my first clue about it being Machine Doubling. I also know that there was no listing but you never know what you can find out there.

Oh and coop to answer your question about the top this is the only thing I can see is wrong with it.
