Looks like the Mint holder may have had air seep in from somewhere.

Is that a bad thing. It's on the dime and nickel also. I can always send it back for a refund.

IMO, I would send it back and request a new set. They will continue to tone and the toning is unattractive eventually resulting in damage to your coins.

I just sent a message indicating the problem to the seller, I await his responce. The ad clearly stated no tone or tarnish.

Before you send it away...check the Lincoln. If it has one of these, I'd live with the toning.

The original mint holders are not air-tight to begin with, so I think it really depends on how and where it was stored.

I got an answer from the seller;
This is unfortunate, but a property of all coins over time..You cannot prevent the frosting...Some sellers clean the coins to hide this affect, but it will be worse when the frosting returns and the coins will be less valuable because of the cleaning...You may send the coins back for a refund as advertised...Thanks!
So as soon as I get the mailing address it's a goner.

Kurt - All of the Close AM 1999S proof cents known came out of clad sets. The set posted in this thread is a silver set. Just so you know.

Same holds true so far with the 1998S Close AM proof cent. All from clad sets.
