Can anyone explain why a 1999p dime would weigh 2.02g?

Yes I can think of a bunch, both mint errors and damage. A pic of this coin would be super-helpful. Also, it is probably worth double-checking that your scale is correct by weighing something of known weight to confirm.

I have checked the scale with 10 other dimes all were at 2.27g.

from these small pictures, I would suggest the cause being environmental damage or exposure to an acid.

Your dime ids underweight do to post mint damage. Wear and tear and scraping have removed a bit of it's surface. Not drastically underweight.
