OK so, here is an example of a 2006 D Nickel with numerous micro incused looking marks on this obverse. What is going on here?

That's a new one for me. Looks like mechanical damage of some sort. The only thing that came to mind was a tattoo needle, but I'm not sure it would even look like that.

"incused looking". Are they incused for certain? If raised, an acetone soak might reveal something. Interesting.

Included is a bit of a better shot of the obverse and the reverse. The Nickle comes in a normal 5.0 weight wise.

I agree, as mentioned, it looks like a tooled and damaged coin and not a mint error.
