Can someone tell me if this quarter came from the mint this way or if it was damaged post mint? It might be hard to tell by the pictures but it has a very dull finish to it. Thanks in advance for any help on this...

Probably some sort of environmental damage.
It didn't look like that when it was minted.

Saltwater, acid soils, soda ... something damaged the coin by eating away some of the copper-nickel.

I agree too. Environmental conditions help to destroy this coin. Might have been a metal detector find at some point. Yes, post mint damage.

If you had the most valuable car and it was beyond repair, doe that make it worth more money or less? There are no body shops for coins. Damage is permanent on them.
