Looks like a slightly misaligned and slightly tilted die.

A partial collar shows up on the outside edge of the coin. So for us to see if it is, then edge shots would show this:
1983-P-1c-Partial-Collar?
If the outside edge is normal it is not a partial collar.

Question - if it is a Rim Fin, that would mean that some of the metal was pushed up and over the rim, correct? If that happened, why don't we see any zinc showing?

Viewing the edge under a loupe, I see nothing unusual.

I'll label it a Rim Fin.

Isn't this a misaligned die with a possible rim Cud?

IMHO, it looks like the secondary rim is just the edge of the rim from the obv die. It doesn't seem thin enough to be a Rim Fin.

Cant be a Rim Fin. I see the same effect on the reverse at the same location. I highly doubt that a fin can form in on both sides at once. A very small off center coin?

Not sure that the zinc would show with a really thin fin, and the metal pushed up would be off the outer rim of the coin. There is a partial shot of the rim in that area and it looks like there may be some zinc showing on the outer rim in pic#4.

Edit:mayb your seeing something I'm not but I don't see anything similar on the reverse? It looks like a slight MAD with a slight Rim Fin to me but hard to judge closely on a cell screen.

Not an off center strike because the reverse looks well centered. When only one side is off center it's a misaligned die.

The secondary rim feature that goes around the top of 1/2 of the obverse is a classic sign of a tilted die.

Since a tilted die can exert extra pressure to one spot on the coin rim fins sometimes form. Notice that the fin is in almost the exact center of the obverse rim feature?

My vote is for a misaligned die and a tilted die with a resulting folded over slight Rim Fin.
