You guys please check this out to let me know if this is Machine Doubling and if the coin being struck off center on the obverse makes it worth anything at all...

Yes this is a nice example of MD, but that doesn't add value to the coin.

minimal off center coin. when the devices start falling off the edge of the coin do premiums start to rise.

Not off centre, just a slight Misaligned Die, not enough to add any value.
Yes that is Machine Doubling and it looks like it also has some Die Deterioration.
Still worth 10 cents.

I agree, Machine Doubling and slight misaligned Die. They only command a premium when lettering is cut off and the alignment is noticeably off centre. Keep searching!

The first first clue it is Machine Doubling?
1. The devices that are affected on the outside/inside edges of the devices. A doubled die will show a spread in the centers of the devices. DDR's for pretty much done after 1971-S, until the single squeeze DDR's started showing up in 1999 forward. But you seen to look in a totally different areas for the DDR's going forward:

The single squeeze dies that started in the 1999 era forward, has a different setup and the looking on the outer devices is pretty much done for. On the obverses, they are almost extinct. But the best to look is on the sites. See what to look for on these doubled dies and don't look blindly hoping to find something. That is when you start looking at the edges devices and finding the MD that happens there. When you want to go somewhere for the first time, what do you do? You at a map to see what way to get there. Same on the sites, look to see what to look for and then you will spot it a lot easier then. You won't endlessly be searching where nothing exists. You consider a map? Why not the sites before you search. Think of all the coins you might have missed, but not searching this way. Don't see it there? Move on to the next coin. (forget the edges of the devices) Save your eyes.
A new one that adds a new area to check on the EPU on the dimes:
