I'd distinguish between collector only coins and made for circulation coins.

I have a 1980 Barbados 25c that was made only for sets with a mintage of 649.

I have a 1969 Seychelles 1c that was for circulation with a mintage of 5000.

Probably this one. KAZAKHSTAN 500 Tenge -- I've also got some 2004-2007 Holographic Canadian (5-Dollar) Maple Leaves and a 1977 Charles Lindburg issue which are pretty low in mintage as well.

500 Tenge 2006; 14,6 g silver 925 Proof and 26,8 g Tantalum (grey metal very resistant)
mintage 4,000 only. It is first coin in the world with Tantalum

I'm sorry if this was a U.S specific question, but I'd like to comment for the Canadian viewers.
Check out the link below,a 2005 Silver Maple leaf with a Tulip Privy Mark celebrating the liberation of the The Netherlands in WW2.
A mintage of only 3,500, I picked it up for $45.95, Charlton's got it listed now for 150, link below is a little less.

The 1988S ASE Proof with 557,370 made. My two capped bust 50C pieces are just over 1m each. Maybe my 1804 Draped Bust Silver Dollar?

My lowest mintage proof is a Tanzanian 1966 Proof Shilling, which had a mintage of just over 5,000, and my rarest circulation coins are a group of 1968 2 cents from New Zealand, which had a mintage of 35,000

also have a 1977 Belize $100.00 matte proof not sure of mintage but it's pretty low. If anybody has a book handy please post mintage. Thanks

ratman4762- that 1977 does have quite a low mintage. It was only 7,859. The circulation strikes are even rarer though. The 1977FM(M) had a mintage of 200 and the 1977FM(U)had a mintage of 51!
