1996 D Quarter. Is This An Error Or PMD?

Im a Novice in coin collecting and I'm still learning, so I'm asking if this quarter is PMD or a stamping error while assuming its PMD. I've never seen a coin with these "gouges". The marks do line up on the Obverse and Reverse, but they aren't as strong on the Reverse. Has anyone else seen this or have an idea? Thanks in advance.
