@mrm, the letter U of UNITED looks like a bit of DDD to me--you can see where the tops of this letter have been stretched toward the rim. The letters M, C, and A of AMERICA seem to show a whisper of Machine Doubling.

Looks normal from what I can see on your coin. The was a 1994 DDR that had enlarged devices on it in the bays:

So it they were a DDR on that 1994, that would be the areas to look at. But on the 1995 they might have started with the single squeeze dies on the center area of the reverse bay of the Memorial:
