So I find this 38 qtr at the grandmother in laws house, in a cigar box, but they put scotch tape all around it, I guess to protect! I've been able to remove most of the obverse, but that reverse isn't going off without a fight! Wondering if some "oops" or "goof off" is gonna damage further? Any suggestions would be greatly appreciated! Not sure if a grade is possible with tape?

Acetone is usually recommended. Be sure to use in well-ventilated area and use pure product - not fingernail polish remover. Don't rub or scrub the coin, just let 'er soak for a little while. Best of luck!

100% acetone in a minute or two will remove that.

Whatever's going on here, just an AG-03 at best, hardly worth more than melt value.

You can scrub it all you want, just another 90% for the stack.

Nice photo :)
There is more thee than just a scrap value 90% silver quarter from 1938: When it cleans up, put it into a 2x2 with note. Record some stories of how the quarter or box or where you found it tied to your grandmother in law. Enjoy the memories and pass them along to your next generation so they have a clue what their ancestors worked to achieved so we can be rather spoiled today. They loved some cooks lives back then and did some incredible things that shouldn't be forgotten.

Acetone will make short work of the tape residue.

Sentimental value none the less. That residue almost looks like epoxy. Acetone will not remove epoxy. John1

yes, most of the obverse has indeed been removed, but the coin still can be the start of a nice Washington quarter collection
