Ok so I hesitate to throw around names of errors here I've not had the best luck lol. So it's obvious what I think I see , but is it or isn't it. And if it is what do you call it? I am not a photographer by any means but I tried my best sorry for the crooked one. The 1st will be the best I could get to what you actually see when you look at it, 2nd best that shows detail. Pictures of the back 1st and 2nd what it looks like at 1st 3rd one a different view that changed what I thought about both sides.

Something corrosive like acid. PMD. It didn't leave the mint like that.

Nothing in the minting process would do this. PMD. Likely, as said, acid.

Looks like glue or epoxy protected the top of the head from the acid.
