Yes--not an error, but rather mechanical damage, such as from a bubble gum machine mechanism. Added: here is a similar piece for comparison. Also posted today! http://goccf.com/t/416139

Done by a Gumball Machine:  Note how it is just slightly off, from parallel to the rim? That is how they altered the coins when they went through these machines. Not all devices were affected, just the last digit of the date.
