Any ideas what is going on with this coin? Specifically the obverse "In God We Trust", the layering issue and the overall graininess of the coin. Thank you!

Would appear to be the result of exposure to extreme heat--like someone experimenting/fooling around with a hobby-grade butane torch.

to the CCF

Not an error. It is only an error if it happens during the striking of the coin.
What you have is a damaged coin that happened after it left the mint.

I agree with John. It was dipped into acid. The weight should be reduced if that is the case and a bit thinner. If it was heated, the coin should weight closer to normal and normal thickness.
