So I came across this 1988 Washington quarter with the Philidelphia mint mark. The coin almost appears to be made out of some different metal, something softer then usual. Another thing about it is that when it's flipped (flicked upwards with a thumb) it makes almost no sound. No classic quarter "ring". It sounds like a dud. Also when I tap on it, the sound is more tinny, like it is hollow?

That might explain the physical appearance, but what about the fact that it doesn't ring?

I'm thinking the piece may have spent some time in the soil, and picked up some crud in the coin's recesses which dulls the ring. Before we jump to more conclusions, would be good to know the accurate weight of the coin.

Edge shot and weight will help. But your coin is not an error just so you know. Might have been a buried coin or a fountain coin, whatever the cause it is PMD. John1

My guess would be that it is a metal detector find and as mentioned above it is an environmentally damaged piece.

I believe that this is a valid quarter. It looks as if some heat was applied to it to warp it like this
